I have seen this quote in The Secret for the first time, and according to the movie it refers to the law of attraction. Attraction is basically a three step process: you ask, universe answers, you receive.
I consider the second step (universe answers) as a calibration process, where universe and you together find out what is it you are really wanting. For that, you receive prototypes of what you are about to attract. You observe the prototype in real and imagined life and calibrate your desire and attraction by means of your emotions.
For instance, you want to be rich. The universe answers your desire by showing you rich people of the kind that best matches your desire; you suddenly get much deeper insights in their lives... Emanating a positive emotion observing the demonstrated lives you validate to the universe that this is what you are really wanting.
After an observation and validation of real life prototypes you get what we call inspired; you start to receive more vivid visualizations. This happens when you become more certain about your desire and the future events and circumstances become more specific and individual such that real life examples are not sufficient to serve as prototypes anymore. From this consideration, I believe vivid visualizations to be a mean of customizing your actual future. You design your future, thus visualization is rather an active process in contrast to precognition where you believe to see into your future without having the ability to change it (a very common belief in our society).
I believe that deja vu is not directly related to the law of attraction and visualization in particular. In my experience, having eventually manifested your desires in real world will not produce deja vu, despite you may have vividly visualized your manifested future (now presence) in advance.
